However, the process can become expensive if the vehicle&#8217;s U.S. eligibility, Japanese export documents or shipping requirements are not checked before purchase.<\/p>\n<p dir=\"auto\" data-start=\"2802\" data-end=\"3067\">Japan remains one of the world&#8217;s largest vehicle exporters. The Japan Automobile Manufacturers Association reported <a href=\"https:\/\/www.jama.or.jp\/statistics\/facts\/four_wheeled\/\" target=\"_blank\" rel=\"noopener\">4.22 million four-wheeled vehicle exports in 2024<\/a>, including approximately <strong data-start=\"2995\" data-end=\"3028\">1.60 million to North America<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"3072\" data-end=\"3250\">For U.S. buyers, the first question should not be how much the car costs in Japan. It should be <strong data-start=\"3168\" data-end=\"3249\">whether the particular vehicle can legally be imported into the United States<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"3255\" data-end=\"3446\">This guide explains the 25-year rule, JDM eligibility, Japanese export paperwork, RoRo and container shipping, U.S. Customs documents and what happens after the car reaches the United States.<\/p>\n<p dir=\"auto\" data-start=\"3451\" data-end=\"3591\">For the requirements that apply to vehicles regardless of country of origin, see our broader guide to <span class=\"contents\" data-content-reference-start=\"3690\" data-content-reference-end=\"3820\"><span class=\"\" data-state=\"closed\"><a class=\"decorated-link\" href=\"https:\/\/www.a1worldwidelogistics.com\/shipping-company\/how-to-import-vehicles-into-the-u-s\/\" target=\"_blank\" rel=\"noopener\">how to import a car into the U.S.<\/a><\/span><\/span>.<\/p>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"uyip23\" data-start=\"3830\" data-end=\"3883\">Can You Import a JDM Car From Japan Into the U.S.?<\/h2>\n<p dir=\"auto\" data-start=\"3887\" data-end=\"4041\">Yes, but the import requirements depend heavily on the vehicle&#8217;s <strong data-start=\"3952\" data-end=\"3982\">actual date of manufacture<\/strong> and whether it was originally certified to U.S. standards.<\/p>\n<p dir=\"auto\" data-start=\"4046\" data-end=\"4340\">For many Japanese Domestic Market (JDM) vehicles, the most important rule is NHTSA&#8217;s <strong data-start=\"4131\" data-end=\"4152\">25-year exemption<\/strong>. A motor vehicle that is at least 25 years old from its date of manufacture can generally be permanently imported without having to comply with the Federal Motor Vehicle Safety Standards.<\/p>\n<p dir=\"auto\" data-start=\"4345\" data-end=\"4526\">This means there is no permanent cutoff such as \u201c1997 or newer.\u201d The pool of eligible JDM vehicles changes every month as individual cars reach 25 years from their manufacture date.<\/p>\n<p dir=\"auto\" data-start=\"4531\" data-end=\"4724\">A car manufactured in October 2001, for example, does not qualify under the 25-year NHTSA provision until October 2026. The model year alone is not enough.<\/p>\n<p dir=\"auto\" data-start=\"4729\" data-end=\"5018\">Vehicles under 25 years old are not automatically impossible to import. A younger vehicle may already have been built and certified for the U.S. market, or a nonconforming vehicle may qualify for import through a NHTSA <span class=\"contents\" data-content-reference-start=\"5183\" data-content-reference-end=\"5248\"><span class=\"\" data-state=\"closed\"><a class=\"decorated-link\" href=\"https:\/\/www.nhtsa.gov\/importing-vehicle\" target=\"_blank\" rel=\"noopener\">Registered Importer<\/a><\/span><\/span> or another applicable exemption.<\/p>\n<p dir=\"auto\" data-start=\"5023\" data-end=\"5130\">However, buyers should establish the import basis <strong data-start=\"5073\" data-end=\"5129\">before paying for and shipping a younger JDM vehicle<\/strong>.<\/p>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"1fnika6\" data-start=\"5257\" data-end=\"5309\">Does the EPA 21-Year Rule Apply to Japanese Cars?<\/h2>\n<p dir=\"auto\" data-start=\"5313\" data-end=\"5386\">EPA emissions requirements are separate from NHTSA&#8217;s 25-year safety rule.<\/p>\n<p dir=\"auto\" data-start=\"5391\" data-end=\"5675\">A qualifying vehicle that is at least <strong data-start=\"5429\" data-end=\"5465\">21 original-production years old<\/strong> may use EPA&#8217;s age-based provision where it remains in the required original configuration. EPA specifically states that the engine should be the same model and configuration as the engine originally installed.<\/p>\n<p dir=\"auto\" data-start=\"5680\" data-end=\"5829\">An engine swap or other modification can therefore affect EPA eligibility even where the chassis is old enough.<\/p>\n<p dir=\"auto\" data-start=\"5834\" data-end=\"5983\">Buyers should confirm both the NHTSA and EPA basis for entry rather than assuming that reaching one age threshold resolves every federal requirement.<\/p>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"hh0ruh\" data-start=\"6280\" data-end=\"6335\">What Documents Does a Car Need Before Leaving Japan?<\/h2>\n<p dir=\"auto\" data-start=\"6339\" data-end=\"6446\"><a href=\"https:\/\/www.customs.go.jp\/english\/c-answer_e\/extsukan\/5502_e.htm\" target=\"_blank\" rel=\"noopener\">A used vehicle needs to be properly prepared for export under Japanese procedures before it can be shipped.<\/a><\/p>\n<p dir=\"auto\" data-start=\"6451\" data-end=\"6765\">Japan Customs states that an owner exporting a registered used vehicle must first obtain a <strong data-start=\"6542\" data-end=\"6582\">Certificate of Registration Deletion<\/strong>. Where the registration has already been deleted, the exporter instead needs to notify the authorities of the planned export and obtain a <strong data-start=\"6721\" data-end=\"6764\">Certificate of Notice of Planned Export<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"6770\" data-end=\"6965\">Japan Customs requires the appropriate certificate to be presented as part of the export process, and these certificates are valid for six months from issue.<\/p>\n<p dir=\"auto\" data-start=\"6970\" data-end=\"7134\">The exporter or shipping agent will normally coordinate the Japanese export declaration and provide the commercial and transportation documents needed for shipment.<\/p>\n<h2 dir=\"auto\" data-start=\"6970\" data-end=\"7134\">What Should You Check Before Buying a Car in Japan?<\/h2>\n<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"7605\" data-end=\"7715\">Before committing to a purchase, obtain enough information to establish the vehicle&#8217;s U.S. import eligibility.<\/p>\n<p dir=\"auto\" data-start=\"7720\" data-end=\"7738\">At minimum, check:<\/p>\n<ul data-start=\"7743\" data-end=\"8128\">\n<li data-section-id=\"6lx9uq\" data-start=\"7743\" data-end=\"7788\">the exact <strong data-start=\"7755\" data-end=\"7788\">month and year of manufacture<\/strong><\/li>\n<li data-section-id=\"1gfj574\" data-start=\"7791\" data-end=\"7823\">VIN or Japanese chassis number<\/li>\n<li data-section-id=\"1a3gw4u\" data-start=\"7826\" data-end=\"7842\">make and model<\/li>\n<li data-section-id=\"1mmviqa\" data-start=\"7845\" data-end=\"7877\">engine model and configuration<\/li>\n<li data-section-id=\"19a76zu\" data-start=\"7880\" data-end=\"7961\">whether the vehicle was originally manufactured for the Japanese or U.S. market<\/li>\n<li data-section-id=\"7q4hnv\" data-start=\"7964\" data-end=\"8034\">whether significant engine or emissions modifications have been made<\/li>\n<li data-section-id=\"1633es7\" data-start=\"8037\" data-end=\"8126\">whether the seller can provide the required ownership and Japanese export documentation<\/li>\n<\/ul>\n<p dir=\"auto\" data-start=\"8131\" data-end=\"8270\">A model becoming \u201c25 years old this year\u201d does not necessarily mean every example is already eligible. The actual manufacture date matters.<\/p>\n<p dir=\"auto\" data-start=\"8275\" data-end=\"8501\">If the car is less than 25 years old and was built for the Japanese market, establish whether a Registered Importer, Independent Commercial Importer, or another federal exemption would be required <strong data-start=\"8471\" data-end=\"8500\">before buying the vehicle.<\/strong><\/p>\n<h2 class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-section-id=\"cfifan\" data-start=\"8786\" data-end=\"8842\">How Are Cars Shipped From Japan to the United States?<\/h2>\n<p dir=\"auto\" data-start=\"8846\" data-end=\"8997\">Most cars shipped from Japan to the United States move by ocean freight. The two common options are <strong data-start=\"8946\" data-end=\"8973\">Roll-on\/Roll-off (RoRo)<\/strong> and container shipping.<\/p>\n<p dir=\"auto\" data-start=\"9002\" data-end=\"9208\"><strong data-start=\"9002\" data-end=\"9019\">RoRo shipping<\/strong> allows an operable vehicle to be driven onto the vessel in Japan and driven off after arrival. It can be a practical option for ordinary vehicles on routes where RoRo service is available.<\/p>\n<p dir=\"auto\" data-start=\"9213\" data-end=\"9453\"><strong data-start=\"9213\" data-end=\"9235\">Container shipping<\/strong> places the vehicle inside a shipping container. This can make sense for high-value vehicles, cars that cannot use a RoRo service or shipments where additional cargo is being transported, subject to the carrier&#8217;s rules.<\/p>\n<p dir=\"auto\" Customs brokers coordinate with CBP and provide documentation, payments, and other transactions on your behalf.
