Start this work before you approve the purchase or authorize shipment.

This guide covers importing new, towable food trailers for a US business. A self-propelled food truck needs a separate vehicle and engine review. Also check your state’s requirements for registering the trailer and licensing the food business before you order.

A1 Worldwide Logistics provides US customs brokerage and freight services for commercial imports. Send our team the supplier’s quote, trailer specifications, and proposed shipping details so we can review the required customs work and transportation.

Check the Trailer’s US Vehicle Compliance Before Ordering

A food trailer manufactured primarily for use on public roads falls within the vehicle requirements administered by the National Highway Traffic Safety Administration, or NHTSA. Ask the manufacturer whether the completed trailer will comply with the applicable Federal Motor Vehicle Safety Standards, known as FMVSS.

For an ordinary import of a conforming trailer, the manufacturer must certify compliance and affix the required certification label. The label identifies the manufacturer and includes the vehicle identification number, or VIN, along with other required information.

If the trailer has already been built, obtain clear photographs of its actual label and VIN. If it is being made to order, obtain the manufacturer’s written compliance information before committing to the purchase, then check the completed unit’s identification and label before shipment.

A supplier’s claim that a trailer is “DOT approved” needs clarification. NHTSA explains that manufacturers certify their vehicles; DOT does not issue a general approval confirming compliance with all FMVSS. A VIN alone also does not establish that a trailer complies.

What If the Trailer Was Not Built for the US Market?

Establish whether a lawful import route exists before shipping. The usual permanent-import process for a nonconforming vehicle requires an import-eligibility determination from NHTSA, arrangements with a Registered Importer, and a separate DOT bond. The Registered Importer must assess whether the vehicle can be brought into compliance.

A customs broker’s appointment does not provide that vehicle certification or establish eligibility. If the supplier cannot provide the required evidence, resolve the issue before the trailer leaves China.

Information to Request From the Supplier

Give the broker documents for the exact unit you intend to buy. A website listing can help identify the product, but the review needs the manufacturer’s specifications and the agreed purchase details.

Document or information

What to obtain

Supplier’s quote or commercial invoice

The buyer and seller, exact model, purchase price, currency, country of origin, and what equipment is included.

Manufacturer and vehicle details

The actual manufacturer’s name, model, and build information. Include the completed unit’s VIN and date of manufacture.

US certification information

The manufacturer’s compliance information and clear photographs of the completed trailer’s certification label before shipment.

Layout and equipment specifications

A floor plan and details of the cooking appliances and other equipment installed inside. Identify anything being shipped separately.

Packed dimensions and weight

The overall shipping measurements, including the tow bar and packaging, plus the loading and unloading arrangements.

Packing list

A list of the trailer and any separately packed equipment or accessories, with the package count, weights, and dimensions.

Freight and shipping documents

The full freight quote and agreed delivery terms. Once booked, provide the shipping schedule and bill of lading details as they become available.

The quotation can support the initial review. The broker will need the final commercial invoice and shipment documents when preparing the entry. Tell the team if the supplier changes the equipment, dimensions, or price after the first quote.

A1’s guide to documents for customs clearance explains the general paperwork.

How Customs Duties Are Worked Out

The trailer’s construction and installed equipment affect its tariff classification. Have the broker check the US classification using the full specifications before relying on a duty estimate supplied by the seller.

In CBP ruling N348762, a fully equipped food trailer from China with permanently installed cooking appliances was classified under a cooking-equipment provision. That decision concerned the unit described in the ruling. It should not be treated as a universal tariff code for every food trailer.

The broker should check the ordinary duty rate and any additional duties applying to the Chinese-origin goods. The calculation needs the correct classification and the rules in effect when the goods are entered. Rates quoted for an older shipment may no longer apply.

Give the broker a breakdown of the trailer, installed equipment, freight, and insurance so the customs value can be reviewed. The tariff classification also needs to be considered separately from the trailer’s NHTSA vehicle requirements.

What to Include in Your Import Budget

Start with the supplier’s full quotation and the delivery address in the United States. Ask for a written estimate that shows the purchase price, transportation, and import charges separately.

For the customs work, the broker’s service fee should appear separately from estimated duties and government fees. Confirm whether the quote includes ISF filing and a required customs bond. If a nonconforming-vehicle import is being considered, its Registered Importer work and DOT bond need their own estimate.

The freight quote should identify which charges are covered at origin and destination. Confirm who pays for unloading the trailer from the container, whether delivery to your address is included, and how it will be unloaded there. Storage or examination charges may arise after arrival and should be discussed when reviewing the estimate.

If the supplier offers a price described as “shipping included” or “door to door,” ask for the named destination and a written explanation of what is covered. Establish who will act as importer of record and which broker will handle the US entry.

Arrange Importer Setup and ISF Before Shipping

The broker needs to confirm which person or business will act as importer of record and obtain a customs power of attorney directly from that party. If this is your first import, the team will also check whether you need to establish a CBP importer record using Form 5106 and whether a customs bond is required.

For a containerized ocean shipment entering US commerce, the first eight Importer Security Filing, or ISF, data elements are generally due at least 24 hours before the cargo is loaded onto the vessel at the foreign port. Sharing a container does not remove the filing requirement. The container stuffing location and consolidator details have a separate deadline under the ISF rules.

Confirm who is filing and provide the shipping information early enough for the filing to be completed. If your supplier or forwarder says it has arranged ISF, request the filing confirmation once submitted. A1’s ISF filing guide explains the information and timing in more detail.

What Happens When the Trailer Reaches the US?

The broker prepares the customs entry using the final invoice and shipment documents. For a trailer subject to NHTSA import requirements, the importer must also make the appropriate declaration using Form HS-7 or an accepted electronic equivalent. The declaration must reflect the trailer’s actual basis for importation.

Before collection, the broker and freight provider need to establish the government release status and the carrier or terminal’s collection requirements. If the trailer arrives inside a container, confirm where it will be unloaded and who is responsible for that work.

The delivery plan needs to account for the trailer’s condition and road status. Confirm whether it will travel on a truck or can legally be towed. Give the transport provider the delivery address and any access or unloading restrictions before the vehicle is dispatched.

Food Business Licensing and State Vehicle Requirements

Send the proposed layout and menu to the food-business licensing authority where you intend to operate before the manufacturer finalizes the build. That review can establish whether the planned equipment and facilities meet the requirements for your menu.

For example, Florida’s Department of Business and Professional Regulation publishes mobile food dispensing vehicle guidance for businesses regulated by its Division of Hotels and Restaurants. It requires plan review for a vehicle that has never been licensed by the division. The submission includes a plan with equipment labeled, a sample menu, and the water/sewer or commissary location. New licensees must also pass a sanitation and safety inspection before opening.

Ask the relevant fire authority about the proposed cooking system and any inspection it requires. Separately, check with the state vehicle agency about titling or registering the imported trailer and which ownership and import records it will need.

Customs clearance covers entry into the country; the food-service and vehicle authorities determine the permissions needed to operate the trailer.

If the Trailer Has Already Been Ordered or Shipped

Contact A1 with the current documents and shipment status. If it is still at the factory, explain which payments have been made and whether the supplier has booked transport. If it has sailed, send the bill of lading details, expected arrival date, and any ISF filing confirmation.

Tell the team about missing certification information or any request already received from a carrier or government agency. The review needs to establish what has been filed and what remains unresolved before a clearance or delivery estimate can be given.

Discuss Your Food Trailer Import With A1

A1 Worldwide Logistics can review the customs brokerage and ocean freight arrangements for your proposed commercial import.
