Start by agreeing which shipments the new broker will handle and establishing what has already been filed with US Customs and Border Protection (CBP). The handover must account for work the previous broker is still completing.

If an entry has already been filed, send the incoming broker its number and current status before requesting further work. The broker needs to review the existing entry before confirming what it can take over.

A1 Worldwide Logistics provides US customs brokerage for commercial importers. Send our team the details of your next shipment and explain whether you want help with one current import or a change of broker for your regular shipments.

Choose the First Shipment for the New Broker

For an importer with regular deliveries, one option is to assign new shipments to the incoming broker while the current broker completes agreed work on earlier entries. Identify the first shipment by its booking or bill of lading number, and put the arrangement in writing.

If you need the new broker to handle cargo already moving, give the team the expected arrival date and any deadline you have received. For goods already at a terminal or warehouse, include the arrival notice and any storage information. Explain whether an entry has been submitted, whether the goods have been released, and what the existing broker says remains outstanding.

Tell the new broker why you are changing providers. If the issue involves a particular filing or an unanswered customs request, send the correspondence so the team can assess the work involved and help you with the customs clearance process.

Documents to Send to Your New Customs Broker

The new broker needs enough information to understand both your business and the shipments it will handle. Request copies of the relevant records from the current broker, and keep a copy for your own files.

Document or information

What to provide

Importer details

Your business’s legal name, address, existing importer number, and the person authorized to complete the new broker’s account setup.

Current shipment documents

The commercial invoice, packing list, bill of lading or air waybill, and arrival notice if issued.

Existing customs filings

The entry number, filed entry summary if available, current release status, and any CBP messages or requests that still need attention.

Customs bond information

Current bond details and the surety’s name, including any notice that the bond is being terminated or needs to be increased.

Ocean ISF records

The Importer Security Filing confirmation, the filer’s name, and details of any known changes to the shipment information.

Records for the goods you import

Recent entry summaries for the same products, relevant CBP rulings, and permits or agency correspondence used for those imports.

Outstanding payments and deadlines

Duty-payment confirmations, unpaid amounts, and the dates by which you must address customs requests or other outstanding work.

Recent entry summaries help the incoming broker review how you’ve declared your products. The broker should have the underlying product information as well, particularly if the goods or their origin have changed.

If you need help identifying the shipment paperwork, A1’s guide to documents for customs clearance explains the main records.

When an Entry Has Already Been Filed

Review an existing customs entry before brokers agree on how to proceed. Give the incoming broker the entry number and the latest messages from the current filer. Ask which broker will complete the remaining entry work and who will communicate with CBP about any outstanding request.

A new power of attorney does not automatically transfer an existing filing to the new broker. The available steps depend on the filing and its current status. Avoid instructing both brokers to submit an entry for the same shipment while the review is underway.

If you can’t reach your current broker, send the new customs broker the documents you have and explain when you last received an update. The team can assess what information is missing and whether it can assist with the current shipment.

For cargo already at the port, ask the freight provider to confirm the collection requirements and any storage deadline. Changing the customs broker does not itself satisfy a carrier’s release requirements or resolve a government hold.

Complete the New Broker’s Power of Attorney

The incoming broker needs a valid customs power of attorney before conducting customs business for your company. Complete it directly with the new broker, with a signature from someone authorized to act for the importer. Give the broker your current legal business details and complete its account setup.

Before assigning the first shipment, confirm that the broker has accepted the work and received the documents it needs. Sending an invoice or copying a broker on an email does not confirm that it is handling the entry.

Check Your Existing Customs Bond and Importer Record

A broker change does not necessarily require a new continuous customs bond. Give the incoming broker the existing bond details so it can check that the bond is active and sufficient for your imports. Identify the surety, which is the company providing the bond, even if the outgoing broker arranged it.

If a termination notice has been issued, agree how upcoming shipments will be covered before it takes effect. Under CBP’s bond termination rules, you cannot charge new customs transactions to a terminated bond.

Provide the importer number your business already uses. The new broker can check whether your CBP importer record is current and whether a Form 5106 update is needed. A broker change alone should not be treated as a reason to create a new importer identity.

Confirm Who Is Handling Existing ISF Filings

For ocean shipments that require an Importer Security Filing, or ISF, identify who submitted it and obtain the filing confirmation. The ISF may have been arranged separately from the customs entry.

The ISF rules require the party that submitted the filing to update it when information changes or more accurate information becomes available before the goods enter the limits of a US port. Agree with the original filer how any required updates will be handled during the broker change.

Tell the incoming broker if the filing status is unknown. Let the team confirm what has been submitted before deciding whether further filing is needed. For upcoming shipments, specify who will file the ISF before the cargo is loaded overseas. A1’s ISF filing guide explains the timing and information required.

Notify the Previous Broker and Your Freight Contacts

Signing a new power of attorney does not cancel the previous one. If you want to end the previous broker’s authority, agree how outstanding work will be handled and review any notice requirements in your service agreement.

Under 19 CFR 141.35, revocation requires written notice to CBP, either at the port of entry or electronically. Coordinate the required notice, notify the outgoing broker, and retain a record of the revocation.

Give your freight forwarder the incoming broker’s contact details and identify the first shipment covered by the change. Update any supplier instructions that send customs documents automatically to the previous broker. If the former broker also arranged transport, agree separately who will handle those bookings and delivery.

Keep Track of Follow-Up Work on Earlier Imports

Include shipments already released in the handover review. There may still be entry-summary work, payments, or customs requests to complete.

Agree who will handle follow-up work on entries filed before the change, and send any new CBP correspondence promptly. The incoming broker should confirm whether it is accepting that earlier work as part of its services.

Reconcile duties already paid through the outgoing broker and obtain confirmation of payment to CBP. The importer remains liable for duties if money paid to a broker has not been paid to CBP.

Keep your own accessible customs records after the change. The general retention period for entry records is five years from the date of entry, with specific exceptions.

Discuss Changing Customs Brokers With A1

A1 Worldwide Logistics can review your current shipments and upcoming commercial imports from our North Miami office. Tell us what you import, which US ports you use, and how often you expect shipments. If an arrival is close, provide that date when you first contact the team.

Ask for a quote covering the work you want A1 to handle. The brokerage fee should be clear, along with whether the quote includes ISF filing or work on an existing entry. If you also need delivery, provide the destination so we can include transport in the discussion.

Once we agree on the services, our team can explain the account setup and documents needed for the first shipment. If an entry has already been filed, send its number and current status for review.

Call 305-821-8995 to discuss changing customs brokers for your business.

Regulatory note: Reviewed October 22, 2026, against federal customs regulations.
